I was the systems administrator for a local ISP in the early days of the public Internet. As I recall, we had 48 dial up modems and that grew to 96 while I was there. Our connection to the Internet was through a T1 line.

Back in those days, we didn’t have the world wide web as it is today. Most services where text based (essentially command line equivalents) and a few applications (for doing things like reading newsgroups). Images and screens were very low resolution by today’s standards.
